The Washington County Local Development Corporation (WCLDC) is a not-for-profit corporation that was formed in 1985 to administer the County’s economic development programs. The goals of the organization are to create and retain jobs, strengthen the economy, and to increase the taxable value of real property.
The WCLDC, in concert with numerous public and private-sector agencies and organizations, as well as many local financial institutions, works to provide clients with free, confidential business development assistance in the areas of:

- The LDC operates four Revolving Loan Fund Programs. Two focus on manufacturing facilities, the third assists small business and the fourth was adopted to assist business ventures that are geared towards assisting with projects that enhance community. All funds stress new job creation and offer flexible terms and an attractive interest rate.
- The Washington County LDC is designated by the New York Business Development Corporation as an Associate Development Company. This allows direct access to NYBDC financial products for LDC clients.
- The Warren-Washington Counties Industrial Development Agency is authorized to issue both tax exempt and taxable industrial development bonds for projects involving manufacturing, commercial and civic facilities.
- Various state and federal programs are available to for-profit businesses, including direct loans, loan guarantees and interest rate subsidies.
- The LDC has an excellent working relationship with area financial institutions. In many cases, the LDC and local banks have jointly participated in business development projects.
- The LDC offers assistance in the preparation of financing packages for expanding business and industry.
- Assistance is provided in determining the most appropriate avenue of
financing on an individual, confidential basis.
- The LDC maintains an up-to-date listing of available commercial and industrial buildings and sites in the County and will assist both developers and businesses in locating the best possible match. We can also put you in direct contact with local town and village officials who can best assist specific interests.
- The LDC also participates with other public and private-sector agencies that maintain site inventories. This assures all possible locations are fully explored.
- The LDC can assist in determining the extent of local or state permits that may be required for land use and development for a particular site.
- The LDC works with many area realtors with the marketing of available properties.
- Various state and local tax incentives or credits are available to businesses. We work with clients to determine advantageous programs, bringing in state and local representatives to assist in the process where applicable.
- Benefits of IDA financing include various tax savings, among them a negotiated PILOT agreement and an exemption from sales tax on construction materials.
- Taxes on individual properties can be calculated to determine actual costs to the client once a parcel has been identified.
- Borrowers that finance a real estate purchase with WCLDC funds are
exempt from the County 1% mortgage tax.
- Working with the utility companies, electric and/or natural gas rates can be determined for a specific use or location.
- Incentives may be available through the power companies serving the County. The WCLDC can assist in introducing you to many resources available and introduce you to contacts accordingly.
- Information is available on local infrastructure, such as water supply and sewage disposal and for a potential development site.
- NYS-sponsored programs assist with energy-saving equipment and provide power cost subsidies. The WCLDC can assist with the
application process.
- Data including wages by industry and occupation, payroll by industry, labor force counts and economic census information are available to the client. This information can be supplemented by up-to-date New York State Department of Labor statistics on the availability of workers for various job titles or skill levels or even the census.
- The County offers an excellent Employment & Training Program which can customize training and financial incentives for an individual business.
- Numerous occupational and vocational training programs are available from various organizations in and around Washington County, including the local BOCES and SUNY Adirondack, Hudson Valley Community College, Skidmore, RPI to name a few.
- As a member of the local Workforce Investment Board, the WCLDC assures County businesses are informed of related federal legislation and can participate in a system that addresses the needs of employers and job seekers. Services are provided through a "One-Stop" Center, offering a seamless flow of assistance.
- Rail service is not only available, but a tremendous asset to businesses in the County. Working with New York State Department of Transportation and major freight carriers, spur development can be explored by the WCLDC at appropriate sites near rail lines.
- The Champlain Canal, a major north-south waterway that runs through Washington County, has exceptional development potential. The WCLDC works with the New York State Canal Corporation and local communities in formulating plans for appropriate development.

Information on traffic counts, expressway mileage, access points, major routes and distances to areas in the northeast are all available through the WCLDC. Highway improvement programs that assist industrial operations can be accessed through the WCLDC as well.
